I beg to further refer to previous correspondence, and regret to advise you that exhaustive enquiries have failed to discover any grounds which would justify the assumption that the marginally noted soldier may still be alive. Owing, therefore, to the length of time which has been allowed to elapse since he was reported “missing” his death must now be reluctantly accepted, and for official purposes he has been presumed to have died on or since the 3rd day of May, 1917.
An official certificate of presumption of death in respect of the late private Gullen is enclosed herewith.

It is hereby certified that 772521, Private William Roy Gullen, of the 1st Overseas Battalion, Canadian Expeditionary Force, who was officially reported as missing since the 3rd day of May, 1917, has now been , for official purposes, presumed to have died on or since the above date.
