Dear Steel:

Please accept my sincere congratulations on your appointment as a Pilot Officer.

You have been selected to hold the King's Commission because of the good results you have obtained in your training and because your officers and instructors consider that you have the qualifications and abilities tat are required in a leader. The standards of the commission officers in the Royal Canadian Air Force are high, and we are depending on you to measure up to them. The Service expects you to provide, not only leadership in your work, but also to set an example, both on and off duty, in discipline, in deportment, in appearance, and in all your personal behaviour. All junior ranks will look to you for leadership, and you must at all times realize your obligations and duty to maintain and set high standards by which they will be governed.

I wish you the best of success in the assumption of your new duties and responsibilities, and I know that you will live up to all the fine traditions of the Royal Canadian Air Force.
