Rain all day. The matter of my papers is on a par with all other things in connection with British Managed Affairs. Here is an instance of paper to complete which should have taken less then 24 hours to do yet it is now 11 days. Who is to know that all their business is not carried on like this. Just as I expected Col. Hesketh will not agree to have me back. So that is settled.
